ITANAGAR, Oct 31: Barely six month after he was appointed as chief minister of Arunachal Pradesh, Chief Minister Jarbom Gamlin tendered his resignation to the Governor this afternoon paving way for a new incumbent for the post. While accepting his resignation letter, Governor JJ Singh has requested Gamlin to continue in office till the new Government is formed, according to Raj Bhawan sources.
Sources said the formation of the new government might take place tomorrow morning. However, it is not clear who has been chosen as the new Congress legislature Party leader though four names are doing the rounds.

Seppa search its missing citizens
ITANAGAR, Oct 31: Two days after the horrifying Foot Suspension bridge collapse at Seppa over the Kameng River, fourteen people are still listed missing. Five bodies have been recovered so far but the chances of finding survivors are remote with each passing moment.
Army along with Para military forces and state has been pressed into services but because of the turbulent water, they have not been able to retrieve bodies. However they have come in for criticism for their inability to venture into the deep water prompting the locals to demand for naval divers.
Many local volunteers including the NCC are helping the personnel in their search for missing people.
The PWD maintained suspension bridge collapsed allegedly because of overcrowding as citizens gathered at the bridge to collect Gandhi Puk, a bug locally known as Tari. It is the second time that bridge under the care of PWD has collapsed killing people. Six people had perished in Tawang after a bridge collapsed earlier this month.
Arunachal Pradesh Congress Committee requested the State Government to sanction an appropriate amount required for immediate construction of the bridge at the earliest, as it is the life line between Old Seppa and New Seppa.

East Kameng Social Welfare and Cultural Organization (AKSWCO), in a letter, has appealed to the Chief Minister to sanction fund for repairing/reconstructing the collapsed hanging bridge.

The festival began with the religious discourse with ‘Sangha Kando’ as the theme. Along with hundreds of devotees, some 35 monks from various Buddha Viharas participated in the religious oration. It was followed by Patisha possession that was taken out by more than 500 zealous devotees from seven villages.
The evening saw the colorful illumination of the region’s oldest suspension bridge that was switched on by the Chief Guest M. K. Lungchang. With illumination of the bridge, the display of fire crackers mesmerized the throngs. The most spellbinding event of the evening was the releasing of traditional paper balloons by all the guests. The traditional paper balloon is made of paper and bamboo sticks. The hot air produced by burning the candle wax is used to float it on the air. It was followed by releasing of hundreds of ‘diyas’ in Namchik River.
Before initiating the weaving of Chivara (yellow robe), all the women participating in weaving of it were blessed by the monks. According to tradition, the weaving have to be concluded before the dawn falls.
The night was followed by cultural event by the village youths.
It is to be mentioned here that in the past, during the three months of rainy seasons the monks were barred to wander from their Viharas. And the cessation of these restricted months initiates the beginning of ‘Sangha Kando Festival’ where the devotees honor the monks by weaving the ‘Chivara’ along with various other offerings.
10th Odam Ering Memorial Football Tournament begins

ITANAGAR, Oct 31: The Idu Mishmi Cultural and Literacy Society urged the law enforcement agency to arrest the culprits who is reported to have assaulted DDSE at the earliest and book them under relevant sections of the law.
IMCLS is distressed by the attack on the DDSE, Roing allegedly by irresponsible miscreants at this juncture, when the whole community is grieving and yet to come out from the shock of Roing Police Firing, said a press statement from Society General Secretary Tone Mickrow. The society therefore in strong, loud and clear terms condemned the attack as ‘heinous’ and ‘inhumane’.
ABK demands arrest
Adi Baane Kebang (ABK), apex body of Adis condemned the reported physical assault on Deputy Director of School Education, Roing by the miscreants on Oct 26 night. It requested the authorities concerned to arrest the miscreants involved and award exemplary punishment to them.
This is the second time that the same officer was targeted by the miscreants. Earlier, in December last such incident happened with the DDSE, the ABK said.
The ABK said such cowardly acts and taking law in hand won’t solve the purpose. If there is any confusion or misunderstanding with officers, it should be sorted out amicably under the provision of law, it added. It further appealed to the general people to cooperate with the Govt staff for the cause of development and particularly appealed to various NGOs including ABK district unit and Idu Mishmi Cultural and Literary Society, Adi Cultural and Literary Society, Lower Dibang Valley to extend help to district authorities in maintaining peace and congenial atmosphere and nabbing the miscreants.

Cost effective feeding strategies in Aquaculture
ITANAGAR, Oct 31: Demonstration programme on Cost effective feeding strategies in Aquaculture was organised today at backyard farm of Jabong Linggi, situated at Kebali village, Lower Dibang Valley. His farm has two earthen ponds, stocked with fingerlings of Indian Major Carps and Exotic carp ( Grass carp). They are fed with diet prepared from locally available ingredients viz; Rice bran and Mustard oil cakes.
In this method a disposed cement bag was selected and several holes were made at the lower portion of the bag using a bamboo peg. The diet prepared on farm mixing Mustard oil cake and Rice bran (1:1 ratio) was filled in the cement bag. Later, this feed bag was tied to the pole that is fixed to pond bottom at accessible spot such that it hangs 1 foot above the pond bottom. The farmer was instructed to inspect the bag and to observe the feeding activities of the stock. The method demonstration programme was organised under the guidance of technical experts Jimmy Mize (SMS, Fisheries), Dr. T.J. Ramesha, (Programme Coordinator) along with other technical staff, Nanang Tamut (SMS, Home Sc.) and V.K. Pandey (SMS, Horti.) of KVK. This cost effective technology has been accepted by fish farmers and after realising this success, KVK has planned for replication of this technology on large scale involving interested fish farmers.
The sustainable cost effective fish production can be achieved in the culture system provided supplementary feeding practices are adopted besides natural feeding. Feed is expensive and accounts for 70% of total operational cost in aquaculture. Hence proper feeding strategy has to be adopted to reduce wastage, economic losses and to maintain optimum water quality.
Bag feeding method is a simple and cost effective technique as it enables less ependiture and judicious use of the feed ingredients. Bag feeding methods aims at containment of the feeding ingredients till it is consumed by the stocks thereby reducing the wastage of feed, deterioration of water quality due to wasted feed and it also enable fishes to easily access the feed ingredient without wasting energy in search of food particles. Bag feeding involves the principle of Demand Feeder, where required quantity of feed is dispensed and the fishes can nibble according to their requirements, thereby it reduces the wastages of feed without hampering the quality of water, reduces expenditures and enables the farmers to observe the health of the stock. This is a cost effective technique as it commands less man power and involves utilisation of locally available unutilised cement bags for feeding the stock over a large area of pond.

AEKSU demand enhanced compensation
ITANAGAR, Oct 31: All East Kameng Students Union(AEKSU) dissatisfied over government compensation for those who lost their lives in a bridge collapse at Seppa urged the state government to increase it to Rs 2.50 lac to deceased, Rs 1.50 lac for those with major injuries and Rs 50,000 minor injuries.

his/her salary to be received regularly in each month and if for some other reasons,
their salary is not paid in time, think of how much inconveniences they are to confront.
However, serving employees can immediately come forward to express their resentment
but the situation is not at all similar in the case of retiring/ retired employees
when payment of their monthly pension is not disbursed in time. More pathetic condition

But the present scenario speaks something else. As per rule, the processing of pension cases are to be started at least 8 months prior to retirement and same should reach the Director of Audit and Pension before six moths of retirement of an employees. However, as per the facts and figures from the Directorate of Audit & Pension, the submission of pension papers are being delayed by six months to 1 year in more than 70 per cent cases and these indicate the unhealthy atmosphere and lack of positive attitude, the training director pointed.
He regretted that inspite of the existence of defined rules; the pensioners are made to run from pillar to post to get their monthly pension sanctioned. The need of hour is to deliver timely and effective services, he added.

Addressing the audience including small savings agents from various places of the district, H.N. Dubey, stressed the need for a practical approach towards bringing every section of the society into savings net.
Attributing lot of importance to the services of the small savings agents, he urged upon women’s participation in mobilization of savings, as the women are the main agents of change.
The programme was organised by Jotho Yun, Field Publicity Officer, Department of Small Savings, who gave a detailed historical account as to the initiation of a movement of thrift at the world level way back in 1924 and appraised the role of the Department of Small Savings in mobilizing small savings for nation building.

ITANAGAR, Oct 31: Upper Subansiri Nyishi Collegian at Capital Complex (USNCCC) has demanded the Department of Rural Works Department (RWD) to do the needful to complete the construction works of road from BRTF road to Nona village under Puchigeku circle of Upper Subansiri district.
USNCCC, in a release, alleged that only 35 per cent of the work has been completed so far which was supposed to be completed within a year after award of the contract works as per guideline.
It said that the work was first awarded to M/s Jayanta Baruah of Assam and later it was taken over by the Yazali MLA. “Further 50 per cent payment of the total cost of the road work has already been released,” the release alleged.
A memorandum was also submitted to CEO of ARRDA, RWD in this regard but in vain, the release said and threatened to launch democratic movement if the authority fails to take action for early competition of the road.
The road was sanctioned under PMGSY scheme during 2006 and construction work started in August 2007.

Social service to repair road
ITANAGAR, Oct 31: The Panchayat leaders, elders and members of Doimukh Citizens Rights Forum (DCRF) and Doimukh Students Union (DSU) have unanimously decided to conduct social service for maintenance of deteriorated PWD road from Lower NEEPCO Colony to Khola camp, Doimukh on Nov 5. The decision was taken in a meeting held under the banner of DCRF at Khola camp on Oct 30.
Meanwhile, the DCRF and DSU sought permission from the Extra Assistant Commissioner, Papum Pare for closure to Doimukh to Sagalee road for successful conduct of the social service on the said stretch of the road from 7 am to 12 noon.
SSA teachers want enhanced salary
ITANAGAR, Oct 31: All Papum Pare District Unit Sarva Shikhsa Abhiyan Teacher’s Association has raised question over why state government is not implementing the enhanced salary which was declared in the month of August.
Further they expressed concern over releasing of salary and arrears very late by the concern department.

Injured Sibi to miss Olympic qualifiers
ITANAGAR: National record holder Yukar Sibi has injured his backbone and shoulder at practice and is out of action atleast for two months.
According Arunachal Weightlifting Association general secretary Daniel Teli, Sibi
developed a fracture in his backbone (C2) during a practice session at Patiala, Punjab
on October 29. Sibi was supposed to take part in qualifying event for London Olympics
in Paris from November 5-
Appeal to AICC
ITANAGAR: Arunachal Pradesh Intellectual Youth Federation (APIYF) has appealed to the AICC president not to make change of leadership in the state. Frequent change of leadership would not only shake the stability of the Congress party but also hamper the targeted development activities in the state, it said.
Claiming that the people of state have great hope and aspiration and much confident in the present state Govt headed by Jarbom Gamlin, the Federation in its memorandum to AICC chief and UPA chairperson, appealed her to retain Gamlin as chief minister for some tenure to prove his efficiency and capability.

APPSCE and decisions

Dear Editor,
From the last few days I have been seeing that some APPSCE aspirants are requesting for some time for preparation of main exam. In this regard I would like put my views on this regard.
In every exam some allegation and criticisms have been made against the commission. And I found some allegation to be true which the court also admitted.
In 2006 APPSCCE all of sudden in the middle of ongoing exam, commission made passing of English subject compulsory. In 2009 APPSCCE many question have been asked out of the syllabus in history paper of prelims exam. Now, the commission has given only two months time for the preparation of vast syllabus of main exam. Certainly this must have put lots of mental pressure to aspirants. Because I have seen how my son suffered and gone through mental pressure because of some controversial decision of the commission, although by the grace of almighty, now he is an APCS officer.
When ever new secretary is appointed in the commission, some new change is introduced that too in the middle of exam.
Some official of the commission might have also faced such exam, so they should also know that within two months it is almost impossible to cover whole syllabus properly. By giving two months time commission seems to recruit the luckiest candidate, not the deserving and meritorious one. Because without having time for preparation candidate will have to depend on their luck.
It is hard from the candidate whenever they complaint of any such new change Commission simply says that every new change is not easily accepted by the commission. Yes, the commission is right but this change should not be brought in of the middle Exam.
It is has been suggested by many earlier that like UPSC, APPSC should have fixed schedule/plan for conducting exam. If, this is not possible, at least they can intimate the schedule /plans of exam at the time of advertisement of prelim exam. Then nobody will have any chance to compliant. Framing new rule in the middle of exam will certainly incur people’s criticism. Nobody expected that only two months time will be given for such tough exam. I do not understand why commission is in so hurry. After conducting this exam, where they are planning to go?
Therefore I request to honorable chairman of the commission, do not let harm the prestige and dignity of commission, by some official’s decision. Already such decisions made much damage to commission.

Dear Editor,
Because of some controversial decision APPSC has come under seer public criticism for last few years. It has even been dragged to court, where it lost a case.
At some time they make change and frame new rules in the middle of exam, other time they ask question from outside the syllabus that too in the subject whose syllabus is the lengthiest among other subjects. And now they have given two only months time for main exam even after knowing the very nature of such prestigious exam.
I do not understand in which direction the commission is going? It seems that land
of Khusi –Khusi has really influenced this prestigious body. And what is disheartening
is that APPSC is non-
Therefore I request to higher authority to look into the working of the APPSC

The killer insect
Dear Editor,
The recent incident at Seppa has brought into light the threat posed by the killer insect Gandhi Puk (Tari). It has also shown the incompetence of the dept and administration in preventing such incident.
I offer my condolences to the bereaved families and request the govt. to immediately provide help to those family members. Here I would like to bring to light the similar threat posed to the suspension bridge over River Subansiri. With the onset of Tari season the bridge is crowded with people of all age groups, especially children collecting the insects in bottles. They either sell it or give it to their parents. The overcrowding of the bridge not only causes problem for the traffic but also poses a great threat to its stability. The bridge which was commissioned in 2002 has undergone very little repair since then. Such overcrowding may lead to its collapse posing great threat to human lives. It is not that the district administration is not doing its part. Every afternoon from 2:00 pm we can see 1 or 2 police personnel at the bridge shooing away the children from the bridge. But the children are so adamant that they run and come back. Even adults can be seen taking part in this cat and mouse chase. I dont think it is wise enough to risk our life for such a petty thing. Though every year many people are hospitalised for food poisoning caused by this insect, still people do not refrain themselves from eating it. I request all the citizens of Daporijo to avoid eating it. If you are so desperate to taste it, then I request all to collect the insect from the riverbed, not from suspension bridges.
We learn from our mistakes. We are fortunate that, an incident like that of Seppa has not happened at Daporijo, but the circumstances are the same here at Daporijo and such a tragic incident may happen. So I request the district administration to depute more police personnel at the Daporijo suspension bridge during the afternoons and ban the collection of Tari on suspension bridges. I also appeal to all the public of Daporijo and the state as well to avoid eating this killer insect and refrain their children from collecting it. It is also my sincere appeal to the local MLA and the department concerned to chalk out ways and means for proper and regular maintenance of the bridge. With deep condolences to our fellow brethrens at Seppa, I would like to remind all the age old saying 'prevention is better than cure.'

Where will we go?
Dear Editor,
I support the demand by All Dutta Development and Welfare Association (ADDWA) and it is unfortunate that only one organization is opposing the extension of Ziro air field. It is very unfortunate that the denizens of Ziro valley people are unaware of consequences and regression that ziro valley is going to face. Basic occupation of the Ziro valley people depend on Agriculture and the extension of airfield will make our old village extinct. Not only people of Dutta will suffer but entire Apatani villages as a whole are going to suffer. And it’s very difficult for the people to construct new villages, agriculture field, market, and all the basic necessity of the villagers. We do not want to lose our identity and culture which we inherited and Dutta village is our only dwelling place which we inherited from our forefathers.
Obviously, we need development but we don’t want to lose our village nor we oppose to the proposal of government.
Our poor elder people are ready to donate the land at Talley valley, where the Govt. can construct airfield as they like. I would like to ask the concern authority where the poor people of Dutta villagers will be shifted. Really it’s unfair. So, I would like to appeal all the genuine and humble organization of ziro valley, particularly the known organization like ACLS, ASU, AYA and concern authority to intervene in this matter.

The World Health Organisation (WHO) estimates that there may be 50 million cases each year, and the incidence is rising, with some countries reporting what the WHO terms explosive outbreaks.
Malaria is a prime target for these approaches simply because it is such an important disease; but arguably it is more needed in diseases such as dengue where there are few alternatives.
For malaria, there are effective alternatives like bednets, but they won't work for dengue because the mosquitoes bite during daytime.
