Gamlin resigns as CM

ITANAGAR, Oct 31: Barely six month after he was appointed as chief minister of Arunachal Pradesh, Chief Minister Jarbom Gamlin tendered his resignation to the Governor this afternoon paving way for a new incumbent for the post. While accepting his resignation letter, Governor JJ Singh has requested Gamlin to continue in office till the new Government is formed, according to Raj Bhawan sources.

Sources said the formation of the new government might take place tomorrow morning. However, it is not clear who has been chosen as the new Congress legislature Party leader though four names are doing the rounds.

Earlier in the day, all the Congress MLAs, except Speaker Wanglin Lowangdong and MLA Wangki Lowang, who is out of station due to ill health, adopted a single-point resolution authorising AICC chief Sonia Gandhi to nominate a new Congress Legislature Party (CLP) leader.

“We the party MLAs are authorising Sonia Gandhi to nominate the CLP leader,” AICC observer and Union Power Minister Sushil Kumar read out the resolution before the waiting media persons here.

The meeting was held in presence of a team of AICC observers including former DoNER Minister B K Handique, AICC general secretary and in-charge of Arunachal Pradesh Dhaniram Shandil and Shinde.

It is expected that the new Government is likely to be sworn in tomorrow soon after the nomination of the CLP leader by Sonia, insiders said.

Gamlin was sworn in as sixth chief minister of the state on May 5 after the death of Late Chief Minister Dorjee Khandu on April 30.

 

Seppa search its missing citizens

ITANAGAR, Oct 31: Two days after the horrifying Foot Suspension bridge collapse at Seppa over the Kameng River, fourteen people are still listed missing. Five bodies have been recovered so far but the chances of finding survivors are remote with each passing moment.

Army along with Para military forces and state has been pressed into services but because of the turbulent water, they have not been able to retrieve bodies. However they have come in for criticism for their inability to venture into the deep water prompting the locals to demand for naval divers.

Many local volunteers including the NCC are helping the personnel in their search for missing people.

The PWD maintained suspension bridge collapsed allegedly because of overcrowding as citizens gathered at the bridge to collect Gandhi Puk, a bug locally known as Tari. It is the second time that bridge under the care of PWD has collapsed killing people. Six people had perished in Tawang after a bridge collapsed earlier this month.

Arunachal Pradesh Congress Committee requested the State Government to sanction an appropriate amount required for immediate construction of the bridge at the earliest, as it is the life line between Old Seppa and New Seppa.

Meanwhile, East Kameng Unit Nyishi Elite Society president cum Chairman of Nyedar Namlo Committee Kata Rangmo today appealed the state government to release ex-gratia for deceased and injured persons at earliest.

Rangmo further appealed the relatives of missing persons to come forward to report to police and district administration for the convenience in search operation.  

Lauding some of youths who reportedly saved many people from drowning Rangmo said, “Their bravery is not only appreciable but also inspirational”. He also appealed the government to come forward to recognize their service and encourage them for such bravery act.

Meanwhile, East Kameng Nyedar Namlo will offer special prayer at Namlo this Sunday for the eternal peace of people who lost their life.  

ANSU fact finding committee held a meeting with DC, SP of East Kameng with team of APP, CRPF and army team in which it was decided to starts fresh search  operation from tomorrow which shall start from Bana upto the incident spot at 11 am tomorrow. ANSU demanded government of India to send deep sea divers to assist in search operation.

East Kameng Social Welfare and Cultural Organization (AKSWCO), in a letter, has appealed to the Chief Minister to sanction fund for repairing/reconstructing the collapsed hanging bridge.

It also urged the CM to direct the department concerned to make survey of Hari and Bana bridges to assess their condition and strength. It also urged for early completion of the under construction Hari bridge.

 

Sangha Kando Begins

JAIRAMPUR, Oct 31: With the hoisting of the World Buddhist Flag by Venerable U. Divakara Mahathera at Ko-Hon-Tai Dhamma Rajika Buddha Vihara, Kovin village, the most awaited two-day long religious festival ‘Sangha Kando’ organized by the Sango Kando Poi Celebration Committee was declared open amidst the cheers of hundreds of devotees from Assam and Arunachal, here today.

The festival began with the religious discourse with ‘Sangha Kando’ as the theme. Along with hundreds of devotees, some 35 monks from various Buddha Viharas participated in the religious oration. It was followed by Patisha possession that was taken out by more than 500 zealous devotees from seven villages.

The evening saw the colorful illumination of the region’s oldest suspension bridge that was switched on by the Chief Guest M. K. Lungchang. With illumination of the bridge, the display of fire crackers mesmerized the throngs. The most spellbinding event of the evening was the releasing of traditional paper balloons by all the guests. The traditional paper balloon is made of paper and bamboo sticks. The hot air produced by burning the candle wax is used to float it on the air. It was followed by releasing of hundreds of ‘diyas’ in Namchik River.

Before initiating the weaving of Chivara (yellow robe), all the women participating in weaving of it were blessed by the monks. According to tradition, the weaving have to be concluded before the dawn falls.  

The night was followed by cultural event by the village youths.  

It is to be mentioned here that in the past, during the three months of rainy seasons the monks were barred to wander from their Viharas. And the cessation of these restricted months initiates the beginning of ‘Sangha Kando Festival’ where the devotees honor the monks by weaving the ‘Chivara’ along with various other offerings.

 

10th Odam Ering Memorial Football Tournament begins

PASIGHAT, Oct 31: Tai Ahom Football Club (TAFC) of Silapathar, Assam beat  Mirku Reloaded Football Club 3-0 in the opening match of the 10th Odam Ering Memorial Football Tournament at general ground, here today.

Altogether 20 teams from East Siang and two teams from neighboring Dhemaji district, Assam are participating in the tournament.

Winner and runners up teams will be awarded with cash prizes. Individual prizes will also be given to best player, highest scorer and best goalkeeper. The final match will be played on October 13 next, Doming further added.

The tournament is conducted annually in memory of Odam Ering, wife of the architect of modern Arunachal Lt. Dr. Dying Ering and mother of MP Ninong Ering. DIPRO

 

IMCLS demand arrest

ITANAGAR, Oct 31: The Idu Mishmi Cultural and Literacy Society urged the law enforcement agency to arrest the culprits who is reported to have assaulted DDSE at the earliest and book them under relevant sections of the law.

IMCLS is distressed by the attack on the DDSE, Roing allegedly by irresponsible miscreants at this juncture, when the whole community is grieving and yet to come out from the shock of Roing Police Firing, said a press statement from Society General Secretary Tone Mickrow. The society therefore in strong, loud and clear terms condemned the attack as ‘heinous’ and ‘inhumane’.

 ABK demands arrest

Adi Baane Kebang (ABK), apex body of Adis condemned the reported physical assault on Deputy Director of School Education, Roing by the miscreants on Oct 26 night. It requested the authorities concerned to arrest the miscreants involved and award exemplary punishment to them.

This is the second time that the same officer was targeted by the miscreants. Earlier, in December last such incident happened with the DDSE, the ABK said.

The ABK said such cowardly acts and taking law in hand won’t solve the purpose. If there is any confusion or misunderstanding with officers, it should be sorted out amicably under the provision of law, it added. It further appealed to the general people to cooperate with the Govt staff for the cause of development and particularly appealed to various NGOs including ABK district unit and Idu Mishmi Cultural and Literary Society, Adi Cultural and Literary Society, Lower Dibang Valley to extend help to district authorities in maintaining peace and congenial atmosphere and nabbing the miscreants.

 

Arunachal remembers Indira

ITANAGAR, Oct 31: Arunachal Pradesh Congress Committee has observed the 27th death anniversary of former Prime Minister Indira Gandhi as Rashtriya Ekta Diwas (National Unity Day) at Rajiv Gandhi Bhawan, here today.

AICC Observers Sushil Kumar Shinde, Union Minister (Power), B.K.Handique, MP (LS)  and former Union Minister, Dr. (Col.) Dhani Ram Shandil, CWC Member, in charge Arunachal Pradesh along with Jarbom Gamlin, Chief Minister, Takam Sanjoy, MP (LS), APCC chief Nabum Tuki, Ministers and INC MLAs visited R G Bhawan, Itanagar and paid their floral tribute to the portrait of Indiraji.  A two minute silence was observed as a mark of respect to the great leader.

Addressing the gathering on the occasion, Tuki recalled the contribution of Indiraji to this country and Indian National Congress.

Among others, A T Kullo, President, AIRGVMI and Tasso Grayu, PCC Executive Members also spoke on the occasion.

Rashtriya Sankalp Diwas was today observed at district headquarter Ziro. The officers lead DC Nila Mohanan paid rich floral tribute to the portrait of late CM Indira Gandhi. One minute silence was observed as mark of respect followed by short speech by DC.

The Arunachal Pradesh Congress Seva Dal, district Congress Seva Dal, City Congress Seva Dal and block Congress Seva Dal jointly observed the death anniversary of late PM Indira Gandhi known as Rashtriya Sankalp Diwas today.

Meanwhile, the Arunachal Community College also observed  the death anniversary of Indira Gandhi.

The chief geust of the occasion, Demo Dada, All India Quami Ekta Committee, state president advised all the student  to be good and sincere in their study to become good citizen in future, while principal of the college recalled the vision and thought of the great leader of the nation. The members observed two minutes silence in respect of  Indira Gandhi.

  Rashtriya Sankalp Diwas

BOMDILA: Along with the rest of the nation, the 27th Death Anniversary of late Indira Gandhi observed as Rashtriya Sankalp Diwas today at DC’s office Bomdila attended by Officers & staffs of all the departments of the district headquarter.

Paying rich tributes to late Indira Gandhi, Deputy Commissioner Rinchin Tashi urged the officers and the staffs to re-affirm and resolve to work and contribute towards peace, prosperity & development of the nation in our own little way possible. The real tribute to late Indira Gandhi would be to shun violence in all forms and imbibe upon ourselves peaceful co-existence, profess universal brotherhood ness and augur for the all round development of the society without disturbing the fragile social fabric, he said, reports DIPRO.

Rastriya Sankalp Diwas was observed at Hayuliang at. R.K. Borthakur, ADC while addressing the officials gathered for the occasion day has observed to instill feeling of one India for the unity of the country and to foster communal harmony for a peaceful country. He also suggested that extempore speech in this regard will be organised for the staff of the office in the coming days. T.R. Tapu, Circle Officer in his address said that the diwas has most appropriately come at the crucial time especially in this part of the country when all kinds of unwanted law and order problems have occurred and the state has been exposed to the outside world for all the wrong reasons. He further advised the gathering that even at the present moment rumours are likely to spread about various political developments and as such not to resort to any foolish act which would pollute the peaceful atmosphere of the place.

M. Kojin, EAC also spoke on the occasion and advised the officials to devote the time and energy for the betterment of the quality of life and to perform ones duty with dedication.

 

Cost effective feeding strategies in Aquaculture

ITANAGAR, Oct 31: Demonstration programme on Cost effective feeding strategies in Aquaculture was organised today at backyard farm of Jabong Linggi, situated at Kebali village, Lower Dibang Valley. His farm has two earthen ponds, stocked with fingerlings of Indian Major Carps and Exotic carp ( Grass carp). They are fed with diet prepared from locally available ingredients viz; Rice bran and Mustard oil cakes.

In this method a disposed cement bag was selected and several holes were made at the lower portion of the bag using a bamboo peg. The diet prepared on farm mixing Mustard oil cake and Rice bran (1:1 ratio) was filled in the cement bag. Later, this feed bag was tied to the pole that is fixed to pond bottom at accessible spot such that it hangs 1 foot above the pond bottom. The farmer was instructed to inspect the bag and to observe the feeding activities of the stock. The method demonstration programme  was  organised  under the guidance  of  technical experts  Jimmy Mize (SMS, Fisheries), Dr. T.J. Ramesha, (Programme Coordinator)  along with  other technical staff, Nanang Tamut (SMS, Home Sc.) and V.K. Pandey (SMS, Horti.) of KVK. This cost effective technology has been accepted by fish farmers and after realising this success, KVK has planned for replication of this technology on large scale involving interested fish farmers.

The sustainable cost effective fish production can be achieved in the culture system provided supplementary feeding practices are adopted besides natural feeding.  Feed is expensive and accounts for 70% of total operational cost in aquaculture. Hence proper feeding strategy has to be adopted to reduce wastage, economic losses and to maintain optimum water quality.

Bag feeding method is a simple and cost effective technique as it enables less ependiture and judicious use of the feed ingredients. Bag feeding methods aims at containment of the feeding ingredients till it is consumed by the stocks thereby reducing the wastage of feed, deterioration of water quality due to wasted feed and it also enable fishes to easily access the feed ingredient without wasting energy in search of food particles.  Bag feeding involves the principle of Demand Feeder, where required quantity of feed is dispensed and the fishes can nibble according to their requirements, thereby it reduces the wastages of feed without hampering the quality of water, reduces expenditures and enables the farmers to observe the health of the stock. This is a cost effective technique as it commands less man power and involves utilisation of locally available unutilised cement bags for feeding the stock over a large area of pond.

 

Mizoram extends good wishes to Arunachal

Aizawl, Oct 31: Mizoram Chief Minister Pu Lal Thanhawla on Monday said that interstate press party visit helps in cementing the existing ties among different states through exchange of ideas and information. He said this while interacting with a visiting 13 member media team from Arunachal Pradesh who called him in his officer chamber.

Welcoming the members to Mizoram, the Chief Minister expressed his good wishes to the people of Arunachal Pradesh and appreciated developmental projects initiated until now by successive governments.

“Arunachal Pradesh has tremendous potentials especially in hydro-power sector. If the hydro-power resources are properly harnessed the state can become one of the most developed states in the country”, he also said. Conveying his good wishes to the people of Arunachal Pradesh, he also wished for a stable government in the state so that development programmes are implemented effectively.

He outlined various development projects initiated by his government especially in the field of hydro-power and infrastructural sector. By 2014 when most of the ongoing hydro-power projects are commissioned, Mizoram will be self-sufficient in power requirement, the Chief Minister said. He also informed about establishment of National Institute of Technology(NIT) at Thenzawl, new campus of Indian Institute of Mass Communication and other educational institutions being set up recently in the state. The visiting media persons appreciated the warm gesture and concern of the Chief Minister to them and lauded the cleanliness of Mizoram towns and industriousness of people of the state.

Earlier in the morning the members also visited the Directorate of IPR Mizoram where they were received by DIPR J.K. Chozah. The DIPR welcomed them and appreciated their initiative in organizing the press party visit to Mizoram.

The team led by Deputy Director Obang Tayeng and Dengia Bengia, PRO, has visited the indoor stadium and ongoing Rajiv Gandhi Sports Complex on Monday. Apart from visiting some development project sites, the members are scheduled to interact with local media persons and IPR Minister on Tuesday before their departure on Wednesday.

The team will visit Reiek, a typical Mizo village and other spots of attraction here tomorrow.

 

AEKSU demand enhanced compensation

ITANAGAR, Oct 31: All East Kameng Students Union(AEKSU) dissatisfied over government compensation for those who lost their lives in a bridge collapse at Seppa urged the state government to increase it to Rs 2.50 lac to deceased, Rs 1.50 lac for those with major injuries and Rs  50,000 minor injuries.  

The union while serving 10 days  ultimatum  while submitting a four point resolution to state government  for immediate release of sanction of bridge at Bana river,  immediate completion of Hari bridge and  , construction of RCC bridge  to replace the collapsed bridge , announcement of enhanced compensation.

 

Training pro on pension rules and retirement benefits

ITANAGAR, Oct  31: A week-long Training Programme on "Pension Rules and Retirement Benefits" commenced at ATI, Naharlagun today. As many as 34 officials from various Head of Departments of Capital Complex  and  state civil  secretariat are attending the programme which is being conducted under the 100 per cent course fee sponsorship of the Department of Personnel  and  Training, Govt. of India under its Plan Training Assistance 2011-12.

In his inaugural address Director (Trg) Pema Tshetan pointed out that this training-cum-workshop on "Pension Rules & Retirement Benefits" is targeted to re-orient  and equip the officers in speedy disposal of pension cases as well as to benefit the sponsoring department.

Highlighting the  importance of pension matters, Tshetan "every employees expects his/her salary to be received regularly in each month  and if for some other reasons, their salary is not paid in time, think of how much inconveniences they are to confront. However, serving employees can immediately come forward to express their resentment but the situation is not at all similar in the case of retiring/ retired employees when payment of their monthly pension is not disbursed in time. More pathetic condition arises in the case of un-timely demise of employees in harness when their families are left nowhere,  the training director said adding  ‘we should therefore understand their huge liabilities right from the basic livelihood to children's education, the family of the disease will have to bear the burnt of financial crunch leading to unforeseen eventualities’.

Director (Training) further added that rules are framed in such a way that the pension must be sanctioned well in time enabling the retiring employees to get their pension on the succeeding day of retirement.   But the present scenario speaks something else. As per rule, the processing of pension cases are to be started at least 8 months prior to retirement  and  same should reach the Director of Audit  and  Pension   before six moths of retirement of an employees. However, as per the facts  and  figures from the Directorate of Audit & Pension, the submission of pension papers are being delayed by six months to 1 year in more than 70 per cent cases  and these indicate the unhealthy atmosphere  and lack of positive attitude, the training director pointed.

He regretted that inspite of the existence of defined rules; the pensioners are made to run from pillar to post to get their monthly pension sanctioned. The need of hour is to deliver timely  and effective services, he added.

Earlier the Course Coordinator, Pate Marik, Asstt. Director (Trg) submitted a brief highlight of the training-cum-workshop on Pension Rules. T Lodo, Dy Director training informed the participants that the role of ATI is to help  to serve in best possible way.

Among others, J. Chiram, Jt. Director (Audit & Pension) and Priscilla Tayeng, Asstt. Director (training)  participated in the function.

 

Training on Book Keeping and Bank linkage

ITANAGAR, Oct 31: Rural Development and Heritage Society Sangram conducted 2 day training on Book Keeping and Bank linkage programme on Oct 24th and 28th of 2011 at Nyapin IB and Sangram. The programme was sponsored by NABARD, regional office Itanagar, Arunachal Pradesh

During the training at Nyapin, Rubu Tabio, ADC incharge Nyapin, and Tadar Talik Anchal Chairperson Nyapin Anchal segment was chief guest and guest of honour for the day. Tamchi Doch, the programme supervisor and also resource person for the training spoke about purpose of training.  More than 40 SHGs and farmers attended the training.

In their respective address both chief guest and guest of honour urged everyone present to make good use of training.  

At Sangram league of training, Tadar Taluk, Branch Manager Arunachal Pradesh Co-operative (Apex Bank) limited attended the day as chief guest. While urging everyone present to do hard work, he agreed to provide credit to those who keep good record in book keeping and regular saving.

 

Socio-Economic and caste census

Changlang, Oct 31: Block Level training on Socio-Economic and caste census 2011 for C D Block,  Changlang  was held here at Changlang Circuit House on Friday last. All the supervisors and enumerators as well as PRI members were present in the training.

The training was imparted by its master trainers Dr B Pandey, VO and N Nath.

During the course of training T Blange, BDO-cum-Block SECC Officer and K Tikhak, CO-cum-Charge Officer, Yatdam circle shared their valuable suggestions.

Block Level training on Socio-Economic and caste census 2011 under C D Block  Nampong for Jairampur circle and Rimaputok Circle has been conducted successfully on 24th & 25th October last respectively, which was participated by cent percent supervisors and enumerators.

During the training manuals and other related documents were also distributed.

ADC, Jairampur, M Roy and SDO(Nampong) G Hazarika graced the function in the respective Jurisdiction where valuable suggestions and advices were shared for clean and errorless census.

World thrift day

Tezu, Oct. 31: On October 30th, Lohit celebrated World Thrift Day with a programme presided over by H. N. Dubey, EAC, Tezu. The programme was held in the BRC Hall, Tezu.

Addressing the audience including small savings agents from various places of the district, H.N. Dubey, stressed the need for a practical approach towards bringing every section of the society into savings net.

Attributing lot of importance to the services of the small savings agents, he urged upon women’s participation in mobilization of savings, as the women are the main agents of change.   

The programme was organised by  Jotho Yun, Field Publicity Officer, Department of Small Savings, who gave a detailed historical account as to the initiation of a movement of thrift at the world level way back in 1924  and appraised the role of the Department of Small Savings in mobilizing small savings for nation building.

N. K. Bandhopadhyay, Treasury Officer elaborated that savings are essentially a prerogative for speedy economic development.

The Post Master R.B. Choudhury highlighted the salient features of various small savings schemes that are being offered through a network of Post Offices.

Participating as a resource person, Dr. K. Rajendra Babu, Associate Professor in Commerce of the Indira Gandhi Government College,Tezu described the savings movement in India since 1834 and emphasised on the role of family and educational institutions in inculcating the spirit and habit of thrift right from the childhood.  Stressing the need for increased rate of savings as in the case of China, he opined that there is a greater need for the mobilization of rural savings for faster economic development and economic well-being of the State for which increased level of government’s promotion, publicity and training is necessary.

Sohiyam Khellai, a public found it necessary to undertake a door to door intensive campaign in the villages to encourage the villagers towards thrift. Tulu Nath, representing the Small Savings Agents spoke on the role of small savings agents at the grass-root level. (DIPRO)

 

Hour to come out and support: Khunjuju

BOMDILA, Oct 31: The state has no dearth of talent but what it lacks is the necessary tapping, guidance and above all exposure at the right level and platform, said local Legislator cum Parliamentary Secretary for Sports & Youth Affairs RT Khunjuju.

In a simple function held at Bomdila the day before to encourage and promote Pem Dorjee & Sang Drema – the finalists from Arunachal for the mega Singing and Dancing competition of the Northeast Wave scheduled for 12th of November at Guwahati, an amount of rupees 25,000/- each was presented to both Pem Dorjee & Sang Drema as a token of appreciation, acknowledgement and encouragement by Khunjuju.

The most talented and deserving may win but it is our responsibility and accountability to see and ensure that the dreams and aspirations of our talented local youths does not go unappreciated and wasted for want of our timely guidance and moral support, he said.  They have the support of the people of the state but the duo also needs to prove their mettle by dint of their dedication, will power, talent and stage presence on the crucial day of November 12th and prove to the world that they really deserve and deserved what they have been competing for the last ten months, he summed. Org appeals for completion of road

ITANAGAR, Oct 31: Upper Subansiri Nyishi Collegian at Capital Complex (USNCCC) has demanded the Department of Rural Works Department (RWD) to do the needful to complete the construction works of road from BRTF road to Nona village under Puchigeku circle of Upper Subansiri district.

USNCCC, in a release, alleged that only 35 per cent of the work has been completed so far which was supposed to be completed within a year after award of the contract works as per guideline.

It said that the work was first awarded to M/s Jayanta Baruah of Assam and later it was taken over by the Yazali MLA. “Further 50 per cent payment of the total cost of the road work has already been released,” the release alleged.

A memorandum was also submitted to CEO of ARRDA, RWD in this regard but in vain, the release said and threatened to launch democratic movement if the authority fails to take action for early competition of the road.

The road was sanctioned under PMGSY scheme during 2006 and construction work started in August 2007.

 

Sports events -cum-Selection in Changlang

Changlang, Oct 31: Department of Sports and Youth Affairs, Govt. of Arunachal Pradesh conducted Games and Sports events -cum-Selection in Changlang North and Canglang South Anchal Block on Oct 28 and 29 last respectively under Panchayat Yuva Krida Aur Khel Abhiyan (PYYKA) Scheme 2011 amongst the boys and girls under 18 years of age.

The District Sports Officer, Changlang  R Mihu informed that the main objective of the Sports meet-cum-selection is to locate talented sports persons from rural areas of the district and give them exposure from block to national level competitions.

He further informed that district level sports-cum-selection is scheduled to be held at Miao 23rd Nov in which the selected players from block level will participate.

 

Measles Catch-up Campaign

TEZU, Oct 31: The Measles Catch-up Campaign in the entire Lohit district will be carried out from 28th November to 12 December.

During the Campaign, all the children between 9 months and under 10 will be vaccinated by Measles vaccine to make Lohit district “Measles Free”.

The Deputy Commissioner cum Chirman, Measles Catch-up Campaign R.K. Sharma appealed all the citizen of the district to bring their children to the nearest vaccination centre and get them vaccinated.

District Medical Officer, Dr. N. Ninu, along herself, has directed team of doctors and staff to proceed to Bhekuliang Sub-Centre to conduct RCH/MMU Camp there.

BOMDILA, Oct 31: The state has no dearth of talent but what it lacks is the necessary tapping, guidance and above all exposure at the right level and platform, said local Legislator cum Parliamentary Secretary for Sports & Youth Affairs RT Khunjuju.

In a simple function held at Bomdila the day before to encourage and promote Pem Dorjee & Sang Drema – the finalists from Arunachal for the mega Singing and Dancing competition of the Northeast Wave scheduled for 12th of November at Guwahati, an amount of rupees 25,000/- each was presented to both Pem Dorjee & Sang Drema as a token of appreciation, acknowledgement and encouragement by Khunjuju.

The most talented and deserving may win but it is our responsibility and accountability to see and ensure that the dreams and aspirations of our talented local youths does not go unappreciated and wasted for want of our timely guidance and moral support, he said.  They have the support of the people of the state but the duo also needs to prove their mettle by dint of their dedication, will power, talent and stage presence on the crucial day of November 12th and prove to the world that they really deserve and deserved what they have been competing for the last ten months, he summed. Org appeals for completion of road

ITANAGAR, Oct 31: Upper Subansiri Nyishi Collegian at Capital Complex (USNCCC) has demanded the Department of Rural Works Department (RWD) to do the needful to complete the construction works of road from BRTF road to Nona village under Puchigeku circle of Upper Subansiri district.

USNCCC, in a release, alleged that only 35 per cent of the work has been completed so far which was supposed to be completed within a year after award of the contract works as per guideline.

It said that the work was first awarded to M/s Jayanta Baruah of Assam and later it was taken over by the Yazali MLA. “Further 50 per cent payment of the total cost of the road work has already been released,” the release alleged.

A memorandum was also submitted to CEO of ARRDA, RWD in this regard but in vain, the release said and threatened to launch democratic movement if the authority fails to take action for early competition of the road.

The road was sanctioned under PMGSY scheme during 2006 and construction work started in August 2007.

 

Sports events -cum-Selection in Changlang

Changlang, Oct 31: Department of Sports and Youth Affairs, Govt. of Arunachal Pradesh conducted Games and Sports events -cum-Selection in Changlang North and Canglang South Anchal Block on Oct 28 and 29 last respectively under Panchayat Yuva Krida Aur Khel Abhiyan (PYYKA) Scheme 2011 amongst the boys and girls under 18 years of age.

The District Sports Officer, Changlang  R Mihu informed that the main objective of the Sports meet-cum-selection is to locate talented sports persons from rural areas of the district and give them exposure from block to national level competitions.

He further informed that district level sports-cum-selection is scheduled to be held at Miao 23rd Nov in which the selected players from block level will participate.

 

Measles Catch-up Campaign

TEZU, Oct 31: The Measles Catch-up Campaign in the entire Lohit district will be carried out from 28th November to 12 December.

During the Campaign, all the children between 9 months and under 10 will be vaccinated by Measles vaccine to make Lohit district “Measles Free”.

The Deputy Commissioner cum Chirman, Measles Catch-up Campaign R.K. Sharma appealed all the citizen of the district to bring their children to the nearest vaccination centre and get them vaccinated.

District Medical Officer, Dr. N. Ninu, along herself, has directed team of doctors and staff to proceed to Bhekuliang Sub-Centre to conduct RCH/MMU Camp there.

 

Legal literacy cum awareness prog

ITANAGAR, Oct 31: The NSS of Arunachal Law Academy in association with CREDEC, an NGO organized a legal literacy and awareness programme at Sangdupota circle under Papum Pare district on Oct 29 last. Besides the law students, large number of gaon burahs and villagers participated in the programme.

Resource persons including A K Singh, prosecution officer, session and district court, Yupia,  Advocate  Nabam Regum, Additional capital complex district magistrate Talo Potum, circle officer Likha Teji and ALA principal Uttam Deka  spoke on various topics on the occasion.

 

Social service to repair road

ITANAGAR, Oct 31: The Panchayat leaders, elders and members of Doimukh Citizens Rights Forum (DCRF) and Doimukh Students Union (DSU) have unanimously decided to conduct social service for maintenance of deteriorated PWD road from Lower NEEPCO Colony to Khola camp, Doimukh on Nov 5. The decision was taken in a meeting held under the banner of DCRF at Khola camp on Oct 30.

Meanwhile, the DCRF and DSU sought permission from the Extra Assistant Commissioner, Papum Pare for closure to Doimukh to Sagalee road for successful conduct of the social service on the said stretch of the road from 7 am to 12 noon.    

 

SSA teachers want enhanced salary

ITANAGAR, Oct 31: All Papum Pare District Unit Sarva Shikhsa Abhiyan Teacher’s Association has raised question over why state government is not implementing the enhanced salary which was declared in the month of August.

Further they expressed concern over releasing of salary and arrears very late by the concern department.

ITANAGAR, Oct 31: The general conference cum election of Guwahati Arunachal Students Association was held on 23rd of October at Arunachal Bhawan, Guwahati. Lai Bagang and Charu Akey were elected as president and general secretary of the union respectively.

 

Expedition tour

ITANAGAR, Oct 31: The 12th Pakke-Kessang Youth Forum organized expedition tour to Sotung Langne and Yaro Sangcho on Oct 27.  Led by circle officer Pandav Perme, all the executive of the Forum,  public and teachers participated in the tour.

The Sotung Langne (Shiva Linga) is a metamorphic rock having 35 mtrs height with a whole inside the rock where the big trees are growing up while, Yaro Sangcho is consists of three rock  which is situated at 7 km from Sagalee-Seppa main road in between Taoso-Longpung villages of Pakkse-Kessang.

It is said that the priests of Nyishi inhabited areas used to call the spirit of Sotung Langne and Yaro Sangcho (mythological and spiritual power)  to appease the evil spirits for treatment of ailments.

Meanwhile, the Forum appealed the concerned authorities to take step for promotion of the place as  favourate tourist spot.

 

Animal Health camp

ITANAGAR, Oct 31: Krishi Vigyan Kendra, Lohit has conducted a 3days vaccination cum animal health camp programme on Veterinary and Fishery from Oct 24. During the 3days programme, 11 villages were covered including Eraloni, Silatoo, Nanam Khamyang-I, Namsai, Juna-IV, Chongkham, Gunanagar, Naputia, Emphum, Manmou tissue and pangkhao.  The farmers and women self-help groups of these villages showed their interest to make the programme a huge success.

The programme included duck plague vaccination of ducklings and health camp of pigs.

Dr. Debasis Sasmal SMS (Fishery Sc.) and Dr. Jiten Rajkhowa SMS (Veterinary Sc.) successfully organized the programme under the supervision of Dr. P. K. Mallick (PC, KVK, Lohit).

 

Injured Sibi to miss Olympic qualifiers

ITANAGAR: National record holder Yukar Sibi has injured his backbone and shoulder at practice and is out of action atleast for two months.

According Arunachal Weightlifting Association general secretary Daniel Teli, Sibi developed a fracture in his backbone (C2) during a practice session at Patiala, Punjab on October 29. Sibi was supposed to take part in qualifying event for London Olympics in Paris from November 5-13. This also means that Sibi cannot participate in next month’s National Weightlifting Championship at Naharalgun.

 

Appeal to AICC

ITANAGAR: Arunachal Pradesh Intellectual Youth Federation (APIYF) has appealed to the  AICC president  not to make change of leadership in the state. Frequent change of leadership would not only shake the stability of the Congress party but also hamper the targeted development activities in the state, it said.

Claiming that the people of state have great hope and aspiration and much confident in the present state Govt headed by Jarbom Gamlin, the Federation in its memorandum to AICC chief and UPA chairperson, appealed her to retain Gamlin as chief minister for some tenure to prove his efficiency and capability.

 

ALSU to conduct survey

ITANAGAR: The expressing concern over the illegal encroachment of Govt quarters and unplanned expansion of the Capital Complex, the Arunachal Law Students Union (ALSU) has decided to conduct a survey on illegal encroachment of Govt quarters and land in the township.

 

Women crusade

ITANAGAR: The Pentecostal Christian Fellowship Church (PCFC) is going to organize three days women crusade at Koloriang town from Nov 11 to 13.  The programme will be addressed by Even Sis Shantakour and Rev M R K Deepok as guest speakers and believers from Assam and Arunachal are expected to participate in it.

APPSCE and decisions

Dear Editor,

From the last few days I have been seeing that some APPSCE aspirants are requesting for some time for preparation of main exam. In this regard I would like put my views on this regard.

In every exam some allegation and criticisms have been made against the commission. And I found some allegation to be true which the court also admitted.

In 2006 APPSCCE all of sudden in the middle of ongoing exam, commission made passing of English subject compulsory. In 2009 APPSCCE many question have been asked out of the syllabus in history paper of prelims exam. Now, the commission has given only two months time for the preparation of vast syllabus of main exam. Certainly this must have put lots of mental pressure to aspirants. Because I have seen how my son suffered and gone through mental pressure because of some controversial decision of the commission, although by the grace of almighty, now he is an APCS officer.

When ever new secretary is appointed in the commission, some new change is introduced that too in the middle of exam.

Some official of the commission might have also faced such exam, so they should also know that within two months it is almost impossible to cover whole syllabus properly. By giving two months time commission seems to recruit the luckiest candidate, not the deserving and meritorious one. Because without having time for preparation candidate will have to depend on their luck.

It is hard from the candidate whenever they complaint of any such new change Commission simply says that every new change is not easily accepted by the commission. Yes, the commission is right but this change should not be brought in of the middle Exam.

It is has been suggested by many earlier that like UPSC, APPSC should have fixed schedule/plan for conducting exam. If, this is not possible, at least they can intimate the schedule /plans of exam at the time of advertisement of prelim exam. Then nobody will have any chance to compliant. Framing new rule in the middle of exam will certainly incur people’s criticism. Nobody expected that only two months time will be given for such tough exam. I do not understand why commission is in so hurry. After conducting this exam, where they are planning to go?

Therefore I request to honorable chairman of the commission, do not let harm the prestige and dignity of commission, by some official’s decision. Already such decisions made much damage to commission.

Dear Editor,

Because of some controversial decision APPSC has come under seer public criticism for last few years. It has even been dragged to court, where it lost a case.

At some time they make change and frame new rules in the middle of exam, other time they ask question from outside the syllabus that too in the subject whose syllabus is the lengthiest among other subjects. And now they have given two only months time for main exam even after knowing the very nature of such prestigious exam.

I do not understand in which direction the commission is going? It seems that land of Khusi –Khusi has really influenced this prestigious body. And what is disheartening is that APPSC is non-responsive to public opinion.

Therefore I request to higher authority to look into the working of the APPSC

The killer insect

Dear Editor,

The recent incident at Seppa has brought into light the threat posed by the killer insect Gandhi Puk (Tari). It has also shown the incompetence of the dept and administration in preventing such incident.

I offer my condolences to the bereaved families and request the govt. to immediately provide help to those family members. Here I would like to bring to light the similar threat posed to the suspension bridge over River Subansiri. With the onset of Tari season the bridge is crowded with people of all age groups, especially children collecting the insects in bottles. They either sell it or give it to their parents. The overcrowding of the bridge not only causes problem for the traffic but also poses a great threat to its stability. The bridge which was commissioned in 2002 has undergone very little repair since then. Such overcrowding may lead to its collapse posing great threat to human lives. It is not that the district administration is not doing its part. Every afternoon from 2:00 pm we can see 1 or 2 police personnel at the bridge shooing away the children from the bridge. But the children are so adamant that they run and come back. Even adults can be seen taking part in this cat and mouse chase. I dont think it is wise enough to risk our life for such a petty thing. Though every year many people are hospitalised for food poisoning caused by this insect, still people do not refrain themselves from eating it. I request all the citizens of Daporijo to avoid eating it. If you are so desperate to taste it, then I request all to collect the insect from the riverbed, not from suspension bridges.

We learn from our mistakes. We are fortunate that, an incident like that of Seppa has not happened at Daporijo, but the circumstances are the same here at Daporijo and such a tragic incident may happen. So I request the district administration to depute more police personnel at the Daporijo suspension bridge during the afternoons and ban the collection of Tari on suspension bridges. I also appeal to all the public of Daporijo and the state as well to avoid eating this killer insect and refrain their children from collecting it. It is also my sincere appeal to the local MLA and the department concerned to chalk out ways and means for proper and regular maintenance of the bridge. With deep condolences to our fellow brethrens at Seppa, I would like to remind all the age old saying 'prevention is better than cure.'

Where will we go?

Dear Editor,

I support the demand by All Dutta Development and Welfare Association (ADDWA) and it is unfortunate that only one organization is opposing the extension of Ziro air field. It is very unfortunate that the denizens of Ziro valley people are unaware of consequences and regression that ziro valley is going to face. Basic occupation of the Ziro valley people depend on Agriculture and the extension of airfield will make our old village extinct. Not only people of Dutta will suffer but entire Apatani villages as a whole are going to suffer. And it’s very difficult for the people to construct new villages, agriculture field, market, and all the basic necessity of the villagers. We do not want to lose our identity and culture which we inherited and Dutta village is our only dwelling place which we inherited from our forefathers.

Obviously, we need development but we don’t want to lose our village nor we oppose to the proposal of government.

Our poor elder people are ready to donate the land at Talley valley, where the Govt. can construct airfield as they like. I would like to ask the concern authority where the poor people of Dutta villagers will be shifted. Really it’s unfair. So, I would like to appeal all the genuine and humble organization of ziro valley, particularly the known organization like ACLS, ASU, AYA and concern authority to intervene in this matter.

Dear Editor,

Of late, in our state particularly, so many organisations have been formed and I believe many are in the pipeline as well. These mushrooming of the so called organisations; most of them without any legal authority and for self-gains; continue with such regularity and impunity that it leaves a startling question. Is it that easy to form an organisation and demand so and so things?

It is high time the Govt or the authorities responsible, do some fact findings and stop this ever mushrooming trend of forming illegal organisations.

And the other factor that startles me is the fact that the a responsible and highly esteemed paper like yours would go the distance to print anything and everything that the so called Organisations writes or mails to you without ever verifying the facts.

Let the cleansing act begin from your daily.

Efforts on to prevent Dengue

 

Genetically modified mosquitoes can help lower dengue fever and other insect-borne diseases cases across the globe, reveals a UK-based research. The male mosquitoes are modified so their offspring die before reproducing.

In a dengue-affected part of the Cayman Islands, researchers found the GM males mated successfully with wild females. They say such mating has not before been proven in the wild, and could cut the number of disease-carrying mosquitoes.

Dengue is caused by a virus transmitted by the Aedes aegypti mosquito as it bites.

The World Health Organisation (WHO) estimates that there may be 50 million cases each year, and the incidence is rising, with some countries reporting what the WHO terms explosive outbreaks.

Malaria is a prime target for these approaches simply because it is such an important disease; but arguably it is more needed in diseases such as dengue where there are few alternatives.

For malaria, there are effective alternatives like bednets, but they won't work for dengue because the mosquitoes bite during daytime.
